PROBLEM TO BE SOLVED: To provide an ion generating element, a charging device, and an image forming apparatus, which prevent a damage during the unexpected trouble occurrence, at a low cost and consider the safety, in the ion generating element generating ions accompanying creeping discharge. SOLUTION: In the ion generating element 1, an induction electrode 23 and a heater electrode 25 are disposed on the same surface of an insulated substrate 21b separately so as to be insulated from each other; a dielectric layer 21a is stacked on the surface of the insulated substrate 21b; the dielectric layer 21a has a length enough to cover the insulated substrate 21b; and on a terminal section 23a for grounding of the induction electrode, a terminal section 25b for grounding of the heater electrode, and a terminal section 25a for power supply connection, openings 24 for exposing these terminal sections 23a, 25b and 25a are provided.
