PURPOSE: A traffic state determination apparatus and a method thereof for increasing the accuracy and reliability about a determination of a traffic state are provided to change an allowable traffic range suitable for the operation performance of a network device. CONSTITUTION: A traffic collector(30) collects the amount of the traffic. An average traffic calculator(40) produces the amount of the average traffic. A traffic state inquiry unit(50) collects the amount of current traffic. A traffic state decider(70) adjusts the allowable traffic range according to an average use rate. It determines whether the amount of current traffic is normal through control.
