<P>PROBLEM TO BE SOLVED: To inhibit generation of shock due to a torque step in fuel cut or recovery from fuel cut. Ž<P>SOLUTION: When fuel cut permission conditions are satisfied, a target torque is gradually reduced to the minimum torque. During that time, a target efficiency is fixed to the maximum. Then, fuel supply is stopped after an output torque of an internal combustion engine drops to the predetermined minimum torque. In recovery form fuel cut, fuel supply is restarted when fuel cut recovery conditions are satisfied, and the target torque is gradually increased from the minimum torque.
