<P>PROBLEM TO BE SOLVED: To solve a problem that energy must be absorbed from a wide range since, in the present situation of wind power generation, power is transmitted by generating power by enlarging a single wind mill and processing a semiconductor, and thus wind having a limit in output is generally low in energy density. <P>SOLUTION: An omnidirectional blow-in and unidirectional blow-out apparatus is provided to blow air perpendicularly to a wind mill shaft. A blowing circuit is formed to blow air from upper and lower sides of the wind mill. L-shaped impellers and inverted L-shaped impellers are formed to blow air in from both sides of the wind mill and out of the center with favorable balance. A suck-out apparatus is formed to suck wind having used energy and discharge it into the air. The wind mills are coupled to each other so as to take out the energy of wind from a wide range.
