PROBLEM TO BE SOLVED: To provide a user authentication method and the like, which can improve security by using an authenticated cellular phone in accessing a Web site requiring authentication from a personal computer, without relying on user's memory of a password or the like. SOLUTION: An authentication server creates a set of two passwords, and stores the set in a registration table together with an expiration date by associating the set with a user identifier. The authentication server creates an authentication page address, containing a second password for an authentication page having a password input form. Furthermore, the authentication server sends a first password to a first terminal, and sends the authentication page address to a second terminal. The second terminal obtains an authentication page for the authentication page address and sends a password input by the user to the authentication server. If the input password and the first password agree with each other within an expiration term, the authentication server determines that the authentication is successful.
