PROBLEM TO BE SOLVED: To provide a fixing device and an image forming apparatus which start quickly and prevent image defects. SOLUTION: The fixing device 7 includes: a magnetic flux forming means 73 including a coil 731 and a core 732; a fixing rotating body part having a heat generation layer that generates the heat by the magnetic flux; a pressure roller 72 that press-contacts the fixing rotating body part. The fixing device 7 is configured to fix an image on a recording medium that passes through between the fixing rotating body part and the pressure roller 72. The fixing rotating body includes a belt 77, a fixation inner-roller 75 and a fixation outer-roller 76. The fixation inner-roller 75 and the fixation outer-roller 76 are rotated through the belt 77.
