PROBLEM TO BE SOLVED: To provide a paper conveying device capable of exactly measuring a paper conveying state in a wide measuring range, while reducing damage on paper without being restricted by arrangement. SOLUTION: This paper conveying device has a paper conveying part 65 conveying the paper P and provided with an opening 65a, a distance detecting part 66 projecting light toward the paper P and receiving reflected light via the opening 65a to detect a distance up to the paper P, a light projecting region part 91 for transmitting projected light, a light receiving region part 92 for transmitting reflected light, and a shielding part 93 provided between the light projecting region part 91 and the light receiving region part 92 to shield flare light reflecting in the light projecting region part 91. The paper conveying device is provided with a cover member 90 disposed with a prescribed space in relation to a conveying passage surface 65b of the paper conveying part 65 on the distance detecting part 66 side.
