PROBLEM TO BE SOLVED: To provide a skin care preparation composition for external use that has extremely low skin irritation, excellent epidermal cell growth promotion action and is simply usable. SOLUTION: The skin care preparation composition for external use comprises ADP and a xanthine derivative. The skin care preparation composition comprises 0.01-100 mM of ADP and 0.0005-5 mass% of the xanthine derivative. In the skin care preparation composition, preferably the xanthine derivative is caffeine and/or theophylline. In the skin care preparation composition for external use, preferably the composition is an epidermal cell growth promoter for external use. The leave-on type cosmetic comprises the skin care preparation composition for external use. The epidermal cell growth promotion method comprises applying an skin care preparation composition containing ADP and a xanthine derivative to the skin surface.
