A regulating cluster, comprising a bundle of neutron absorbing pencils (2) with tubular metal sleeves and end plugs (6) connected by a supporting web (3), has the sleeves of at least part of the pencils made from hafnium without welds, while the upper end plugs are made from titanium alloy TA6v or TA3V2.5 with hafnium sleeves and are welded to the upper end of the pencil sleeves. The lower end plugs are of solid hafnium and welded to the lower ends of the pencil sleeves.
