Disclosed is an anti-corrosion treated metal, a composition for forming an anti-corrosion membrane, and a method for forming an anti-corrosion membrane using said composition, wherein the anti-corrosion treated metal consists of an anti-corrosion membrane having excellent anti-corrosion properties and anti-corrosion durability formed on the surface of a metal base. The anti-corrosion treated metal (1) is provided with: a first anti-corrosion membrane (4) that is formed so as to adhere closely to the surface of a metal base (2) (surface of a metal membrane (3)), said membrane mainly comprising zirconium compounds and fluorine compounds; and a second anti-corrosion membrane (5) that mainly comprises metal ions, formed on the upper layer of the first anti-corrosion membrane (4), and/or metal compounds. In addition, the composition for forming an anti-corrosion membrane comprises: a first treatment liquid that contains zirconium compounds and fluorine compounds; a second treatment liquid that continues to treat the surface treated by the first treatment liquid, and contains metal ions and/or metal compounds; and a third treatment liquid that treats the surface of the second anti-corrosion membrane as necessary, and contains silicate or mainly contains polymers.
