A method for creating service comprises the following steps: authority editor configures service access authority information for a group identity (ID) after acquiring the group ID of a service creator from a group management server; the service access authority information is stored in a service description file as a part of the service description file. Application of embodiments of the present invention enables the service creator to pre-configure the authority of service access by himself, which adapts to the new demand that service types and service users are numerous. A system administrator is enabled to be free of the complex and heavy service authority configuration work, thus efficiency of operating service distribution can be improved.
