The ratio of the number of connection sequences started upon reception of a connection request signal transmitted from the mobile terminals (200, 200-1, and 200-2) to the number of completed connection sequences is monitored, and on the basis of the monitoring result, the presence or the absence of a congestion state in the communications network is evaluated.
