A rotary irradiation device which secures a maximum access floor, reduces a noise made when forming the access floor, and operates stably by a simple structure. The rotary irradiation device has an irradiator (7) which irradiates a patient with charged particle beams, a frame (1) which has the irradiator installed thereto and rotates the irradiator so as to irradiate the patient placed on a treatment table (8) fixed to a floor surface on a fixed side with the charged particle beams, a ring (10) held rotatably along the inner periphery of the frame, an openable and closable floor (20) which is provided inside the ring and whose portion the irradiator passes through can be opened and closed, and a driving means (28) which reversely rotates the ring in synchronization with the rotation of the irradiator so as to keep the openable and closable floor horizontal.
