A flow control method, system and bearer layer equipment thereof. Said method includes: the bearer layer equipment performs the flow statistic for the data stream according to a preset strategy and compares the statistic result with a preset threshold value; if the statistic result is larger than or equal to the preset threshold value, a notification message is sent to a service layer equipment; the service layer equipment performs the flow control according to said notification message. Application of the solution proposed by the embodiments of the present invention enables to realize the dynamic distribution of bandwidth among different service sessions, and increase the utilization rate of the bandwidth.
