A plasma display panel (1) is provided with a front plate (3), which forms a dielectric layer (8) so as to cover a display electrode (6) formed on a substrate and has a protection layer (9) formed on the dielectric layer (8); and a rear plate (10), which is arranged to face the front plate (3) so as to form a discharge space (16), forms an address electrode (12) in a direction intersecting with the display electrode (6), and has barrier ribs (14) and a phosphor layer (15) which partition the discharge space (16). The protection layer (9) is configured by forming a base film (91) on the dielectric layer (8) and adhering, on the base film (91), agglomerated particles (92) wherein a plurality of crystalline particles composed of a metal oxide are agglomerated. A hydrogen storage material (17) is arranged in the discharge space (16) between the front plate (3) and the rear plate (10).
