PURPOSE: A system and a method for video measuring image quality of a moving picture are provided to match a boundary area pixel with a received moving picture, thereby exactly reliably measuring image quality. CONSTITUTION: A moving picture transmitting device encodes a pixel value and location information of a boundary area pixel(S30). Encoded boundary pixel data and compressed moving picture data are received through a network. The compressed moving picture data are decoded and temporally spatially matched. Gain compensation and an offset compensation are performed(S80). And then image quality measurement of a received moving picture is performed by calculating a maximum SNR and a mean square error by obtaining a difference between pixels.
