An insulating film formed with catalyic metal is provided to apply catalyst metal on a support film, to form a seed metal layer by forming an insulating layer and using electroless plating, and to strengthen mechanical bonding force without a desmear process. An insulating film formed with catalyic metal comprises a support film, a catalyst metal formed on the support film, an insulating layer(230) formed on the front side of the support film formed with the catalyst metal, and a protective film(240) formed on the insulating layer; or comprises a support film, a catalyst metal formed on the support film, a seed metal layer formed on the front side of the support film formed with the catalyst metal, an insulating layer formed on the seed metal layer, and a protective film formed on the insulating layer.
