The device (1) has a case with lateral walls (4) defining a water channel (6) between the walls, and a guillotine valve (2) including U-shaped slides (12) and opening or closing the channel. A setting unit (7) is provided in the walls of the case and sets the bank on its height, where the unit is constituted of two terminal flanges (8, 9). The valve is composed of an upper guillotine and a lower guillotine (13), where the upper guillotine is activated directly by an operating unit e.g. operating handle, and a rod, and the lower guillotine closes the lower part of the channel.
