<P>PROBLEM TO BE SOLVED: To provide a flapping floated moving device having a wing part which can be easily exchanged by a user. Ž<P>SOLUTION: An actuator 2 includes an upper ultrasonic motor 21 and a lower ultrasonic motor 22. The upper ultrasonic motor 21 drives an upper plate 231. The lower ultrasonic motor 22 drives a lower plate 232. A wing fixing plate 234 is rotatably connected with the upper plate 231. An intermediate plate 233 is rotatably connected with each one of the lower plate 232 and the wing fixing plate 234.
