<P>PROBLEM TO BE SOLVED: To automatically change access authority applied to a file, according to the recording destination of the file such as the transmission destination, upload destination and copy destination of the file in an access authority management device for managing the access authority of a file. <P>SOLUTION: A recording means 103 is configured as another recording medium which is different from a storage device 111 in which a file F1 to which access authority has been applied is recorded for recoding a file F1 in another recording medium (file server, removable medium 112 or the like) available by the other side device (reception side device). In the case of recording the file F1 in the other recording medium by a recording means 103, an access authority resetting means 107 changes the access authority applied to the file F1 recorded by the other recording medium according to the recording destination of the file.
