PROBLEM TO BE SOLVED: To provide a heat transmit plate manufacturing method and a heat transmit plate capable of enhancing the adhesiveness of a base member to a pipe for heating medium, having high joining force at a joined part, and easily manufactured. SOLUTION: The heat transmit plate manufacturing method includes a heating medium pipe inserting step of inserting a heating medium pipe 16 in a recessed groove 8, a lid member inserting step of inserting a lid member 10 onto the heating medium pipe 16 in the recessed groove 8, and a joining step of executing the friction stir welding by relatively moving a joining rotary tool 20 with respect to butted parts V<SB>1</SB>, V<SB>2</SB>in which sidewalls 8a, 8b of the recessed groove 8 and side faces 13a, 13b of the lid member 10 are opposite to each other. The outside diameter of a shoulder part 22 of the joining rotary tool 20 is equal to or more than the width of an opening part of the recessed groove 8. In the joining step, the pressure of the joining rotary tool 20 is transmitted to the heating medium pipe 16 via the lid member 10, and the friction stir welding is simultaneously executed to the butted parts V<SB>1</SB>, V<SB>2</SB>while the heating medium pipe 16 is plastically deformed.
