<P>PROBLEM TO BE SOLVED: To provide a communication processing apparatus capable of reducing a communication processing load in data exchange between layers. Ž<P>SOLUTION: From among a plurality of first frames, each containing data and identification information to be used for predetermined communication processing onto the data in a second layer, first frames which mutually couple with the data are discriminated according to the content of identification information. By mutually coupling data of the first frames discriminated to be coupled, coupling data are generated. Identification information for coupling data is generated which indicates the content of communication processing to be performed on the data contained in the coupling data in the second layer. A second frame F1 is generated which contains the identification information for coupling data and the coupling data. The second frame F1 is delivered to the second layer.
