PROBLEM TO BE SOLVED: To provide a solid electrolytic capacitor having two functions of an external electrode for transition responses and an external electrode for power supply. SOLUTION: Both the surfaces of a base material 1 made of a valve metal are subjected to surface-spread treatment, a dielectric oxide film layer 4 for forming a capacity formation section is provided, and a solid electrolytic layer 5 and a cathode layer 6 are formed successively on the dielectric oxide film layer 4. Then, a first protruded anode terminal is formed at the capacity formation section formed on one surface of the base material, and a first protruded cathode terminal is formed in the cathode layer at the side of the capacity formation section as the capacity formation section for transition responses. At the same time, the capacity formation section formed on the other surface of the base material is set to be the capacity formation section for power supply, and an allowable current of a second cathode terminal is made larger than that of the first one.
