PROBLEM TO BE SOLVED: To provide a cleaning device, achieving high removing performance and restraining the occurrence of abnormal image, abnormal sound and noise due to vibration of a plate-like elastic member and a holding member, and an image forming apparatus and a process cartridge including the device. SOLUTION: This cleaning device 30 includes a blade 31 which is a long plate-like elastic member, a blade holder 32 which is a holding member for holding the blade 31, and a horizontal part 32A of the blade holder 32 which is a warp regulating member for regulating a warp of the blade 31 caused when one side extending in the longitudinal direction in the blade 31 presses the blade 31 to the surface of a photoreceptor 10 in the direction orthogonal to the surface moving direction of the photoreceptor 10 as the surface moving member, wherein the blade holder 32 holds the blade 31 through the horizontal part 32A, and the device has a vibration restraining member 61 which is a vibration restraining means for restraining at least the vibration of the blade holder 32.
