PROBLEM TO BE SOLVED: To provide a control device for an internal combustion engine capable of reducing a pumping loss in comparison with a conventional one. SOLUTION: The control device for the internal combustion engine comprises a variable valve gear 20 driving to open/close an intake valve 10 and an exhaust valve 11 provided in the same cylinder 2 of the internal combustion engine, and capable of changing the valve characteristics of the valves driven to open/close. An ECU 30 sets a target intake quantity which is the quantity of intake air used for fuel combustion in the cylinder 2, based on the operating state of the internal combustion engine 1. The variable valve gear 20 is controlled to change the valve characteristics of the intake valve 10 during the intake stroke of the cylinder 2 to take intake air more than the target intake quantity into the cylinder 2 and to open the intake valve 10 during a compression stoke following the intake stroke to exhaust a part of the intake taken into the cylinder 2 to an intake passage 8 from the cylinder 2 so that the quantity of intake air left in the cylinder 2 is the target intake quantity.
