PROBLEM TO BE SOLVED: To provide a voice interval detection device and a voice interval detection method for detecting a voice interval correctly even under the periodic noise. SOLUTION: In this voice interval detection device, voice is converted into a signal of voice by a voice input circuit 2, and signals of continuous voices are divided into frames of predetermined time interval by a frame dividing circuit 3. A power information extracting circuit 4 extracts power information included in the signal of voice and a harmonic information extracting circuit 5 extracts harmonic information included in the signal of voice per frame obtained by dividing. A voice interval determining circuit 6 determines a voice interval based on the extracted power information and harmonic information, and a voice recognizing circuit 7 recognizes voice in the voice interval.
