The system (1) has a protective flap (6) arranged at a tipping site (KS) of a shelter (2) i.e. refuse shelter. The protective flap is rotatably conducted by a drive unit into different operating positions (P1-P3) such that a covering is provided in a handrail tipping site region between the tipping site and the shelter in the operating position (P2). The tipping site is released for bulk goods in the operating position (P3). The protective flap is deviatable in the operating position (P3), so that the protective flap is set towards a ramp (5) of the shelter.
