<P>PROBLEM TO BE SOLVED: To realize optimum moving image switching, in a state which is substantially very close to real time. <P>SOLUTION: Moving images taken from a plurality of cameras and received by a moving image receiving section 203 are distributed, in real time, to a plurality of external devices by a moving image distributing section 204 and accumulated in an accumulating section 206. Access information relating to the number of accesses to the plurality of external devices is acquired by an access information acquiring section 205, in units of moving images distributed by the moving image distributing section 204. A moving image the number of accesses to which is maximized is determined and a time reaching earlier than the time that the number of accesses is maximized by a predetermined time is determined, based on the access information by an optimum moving image determining section 207.
