<P>PROBLEM TO BE SOLVED: To allow a user to define a workflow for an electronic document and instruct the execution of the workflow easily. <P>SOLUTION: When a specification of an electronic document including a document content page in which the content information of the electronic document is stored as a page of the electronic document, and a processing specification page in which the specification information of the processing performed to the electronic document is stored is received by a flow start-up instruction part 14 as an execution instruction, a page interpretation part 15 analyzes the processing specification page included in the electronic document from the first page, and determines the processing specified in the unprocessed processing specification page as the execution object. A flow execution part 16 executes the determined processing and changes the processing specification page corresponding to the processing.
