<P>PROBLEM TO BE SOLVED: To solve the problem that the accuracy of the result of the effectiveness verification of a certificate cannot be guaranteed because a CRL, which is being cached, is not the latest when an authentication department quickly publishes the CRL when the CRL is cached for increasing the speed of the effectiveness-decision processing of the certificate. Ž<P>SOLUTION: When the CRL is published, a certificate verification server is informed of a CRL publication from the authentication department. Since the certificate verification server receiving a CRL-publication information caches the latest CRL, the accuracy of the result of the effectiveness verification of the certificate can be guaranteed.
