<P>PROBLEM TO BE SOLVED: To provide a sandbag which allows a swellable water-absorbing resin and an inner bag to be replaced together to enable repeated use of an outer bag. Ž<P>SOLUTION: The outer bag 1 is made of a water-permeable material and has an openable/closable opening portion 4. The inner bag 2 made of a swellable water-permeable material is fixed removably to the interior of the outer bag 1, and a swellable water-absorber 3 is stored in the inner bag 2. The inner bag 2 and the outer bag 1 are made into rectangular parallelepiped shapes similar to each other. Four corners of the inner bag 2 may be fixed to four corners of the outer bag 1.
