<p><P>PROBLEM TO BE SOLVED: To provide an imaging encoding device capable of reducing an encoding processing amount while achieving scalability, and to provide an image encoding method. <P>SOLUTION: An input image is respectively thinned out to 1/2 horizontally and vertically, is divided into four images with a phase shifted by one pixel, and is output as first to fourth divided images from an image dividing means. A first encoding means encodes the first divided image and outputs a first stream, and an encoded information processing means outputs first encoded information obtained when the first encoding means performs encoding as second encoded information. The second to fourth encoding means use the second encoded information to encode the second to fourth divided images and output second to fourth streams.
