PROBLEM TO BE SOLVED: To provide an optically integrated circuit device permitting any two light transmission/reception parts to communicate mutually. SOLUTION: Optical waveguides 1-i and light transmission/reception parts 11-1j, 21-2j, to i1-ij are arranged on one main side of a semiconductor substrate 20. A light source 30 is arranged on the end face of the semiconductor substrate 20 and guides the generated light to the optical waveguides 1-i. In each light transmission/reception part 11-1j, 21-2j, to i1-ij, when a voltage is applied to a silicon layer, an optical resonance member 40 optically resonates with part of the light propagating in the optical waveguides 1-i and emits part of the light into a light transmission member 10. In each light transmission/reception part 11-1j, 21-2j, to i1-ij, when a voltage is applied to the silicon layer, optical resonance members 50, 60 optically resonate with the light transmission member 10 and emit the resonated light into light detection parts 70, 80.
