<P>PROBLEM TO BE SOLVED: To provide a monitoring system capable of monitoring actions of a stalker criminal in a location distant from a victim. Ž<P>SOLUTION: This monitoring system SY includes a first cellphone 10 possessed by a victim, a second cellphone 20 possessed by a stalker criminal, and a monitoring server 30 monitoring the position of the second cellphone 20. The first cellphone 10 sets fixed positions P1 and P2 used as monitoring objects by accessing a map site, and transmits the information thereof to the monitoring server 30 in advance. The monitoring server 30 obtains second positional information being the positional information of the second cellphone 20 from radio waves transmitted by the second cellphone 20, determines whether or not the second cellphone 20 exists in an area EF1 or EF2 within a predetermined distance with the set fixed position P1, P2 as centers, and transmits the second positional information to the first cellphone 10 when it is determined to exist.
