<P>PROBLEM TO BE SOLVED: To achieve a service only to a subscriber who has made a communication contract through mobile number portability (MNP). Ž<P>SOLUTION: Together with identification information from which a subscriber, with whom a communication contract has been made by MNP, can be identified, subscriber information is stored (step S13). On the basis of the stored contents, a service to the subscriber is carried out (step S20). For example, a Welcome message is transmitted to a mobile terminal device of the subscriber.
