<P>PROBLEM TO BE SOLVED: To provide a moving image-generating device that generates a framework moving image which is visually natural to a person even when a moving image is picked up with an unnatural framework. Ž<P>SOLUTION: A frame extraction unit 4 extracts a start frame and a stop frame from a moving image on the basis of a framework signal generated with frameworks in operations associated with the start and the stop of recording and/or in moving image pickup recording. A still image selection unit 5 selects still images including both an image of the start frame and an image of the stop frame from a plurality of still images recorded in an image recording unit 2. A framework moving image generation unit 6 generates a framework moving image which has continuous variation from the start frame to the stop frame on the basis of image information on the selected still images.
