<P>PROBLEM TO BE SOLVED: To increase crime prevention performance by a simple structure without increasing cost by disabling the use of a key used in a plant or a construction site after the key is delivered from the plant or a building is delivered to the user. Ž<P>SOLUTION: In the cylinder lock, an inner cylinder 4 with a key hole 3 is rotatably stored in a cylinder case 2 secured to a mounting position 1, and the key 5 is inserted into the key hole 3 of the inner cylinder 4 for locking and unlocking. The cylinder lock includes a bit member 10 allowing the inner cylinder 4 to rotate by aligning the inner cylinder 4 in a range R1 corresponding to a code pin 6a with the shear line of the case 2 when engaged with the code pin 6a at the deepest section; and a user key 11 which is formed shorter than the key 5, which is engaged with the remaining code pin 6b when the user key is inserted into the key hole 3 and the inserting front end thereof is brought into contact with the base end of the bit member 10, and which allows the inner cylinder 4 to rotate by aligning the inner cylinder 4 in a range R2 corresponding to the remaining code pin 6b with the shear line of the case 2.
