<P>PROBLEM TO BE SOLVED: To improve throughput as a whole system by properly imparting an access right. Ž<P>SOLUTION: This arbitration device 4 used for a data transfer system wherein a plurality of bus masters 1 are connected to a common bus 6 is further provided with a processing speed decision part 15 deciding a processing speed of a processing circuit 11 of each bus master 1 when an arbitration part 14 arbitrates the access right according to free capacity and data residual amounts of respective reading and writing buffer memories 12, 13 of each bus master 1. The arbitration part 14 arbitrates the access right of each bus master 1 according to the processing speed, the free capacity, and the data residual amounts of the buffer memories 12, 13. Accordingly, in preparation for a shortage of data in reading time or an overflow of data in writing time, the proper access right is imparted to each bus master 1 without enlarging the buffer memories 12, 13 of each bus master 1 more than necessary to improve the throughput as the whole system.
