<P>PROBLEM TO BE SOLVED: To make a turnback forming a tab for facilitating separation of an adhesive tape. Ž<P>SOLUTION: The adhesive tape is pulled out from a rotary frame at a fulcrum of a rotary shaft attached to a cutting blade of a tape cutter and, at each time when the cutting blade repeatedly moves through a fixed arc, the turnback of the adhesive tape corresponding to the length of the arc is made into a tab portion.
