<P>PROBLEM TO BE SOLVED: To provide a punching device in which punching blades are not pressed repeatedly on a punching mark of a base sheet so as to prevent damage to the punching blades and a punching plate. Ž<P>SOLUTION: The punching device 1 is composed of: first and second clamps 21, 22 for conveying a workpiece W intermittently; a punching die 3 provided with a plurality of tubular punching blades 31 disposed in the conveyance passage of the workpiece W and punch the workpiece W from one face side to produce a product C; the punching plate 4 for receiving the punching blades 31 on the other face side of the workpiece W; the base sheet 5 inserted between the punching plate 4 and the other face side of the workpiece W for protecting pointed ends of the punching blades 31; and a base sheet supply roll 51 and a base sheet winding roll 52 for shifting the position of the base sheet 5 when the punching blades 31 face a position overlapping the mark of the punching blades 31 formed on the base sheet 5.
