<P>PROBLEM TO BE SOLVED: To suppress "a repellent phenomenon" in a slit coater method, and form a protection layer by a raw material containing no polymer. Ž<P>SOLUTION: This method for manufacturing a plasma display panel includes (i) a process of forming a first protection layer on a dielectric layer formed on a substrate by a sputtering method or a vapor disposition method, (ii) a process of forming an MgO raw material layer by coating an MgO raw material on the first protection layer, and (iii) a process of obtaining a second protection layer from the MgO raw material layer by drying the MgO raw material layer. The MgO raw material is composed of an MgO powder body, a solvent A, and a solvent B. The vapor pressure of the solvent A at 20°C is 50 Pa or more, and the vapor pressure of the solvent B at 20°C is 7 Pa or less, and moreover the proportion of the solvent B to the whole solvent is 3 wt.% or more.
