<P>PROBLEM TO BE SOLVED: To provide a radar testing device used for absolute calibration and the like of radar images photographed by a synthetic aperture radar mounted on a flying object. Ž<P>SOLUTION: A radar testing device includes at least: an antenna transmitting and receiving radio waves with a synthetic aperture radar; an amplifier amplifying the received signal; an original signal generator generating a seed signal; a local oscillator generating the local signal using the seed signal; a mixer frequency-converting the received signal using the local signal; a DDS giving frequency offset to the local signal; and a variable resistance attenuator setting the radar cross section.
