PROBLEM TO BE SOLVED: To provide a torque limiter which can be recovered into operational conditions swiftly and smoothly after oil within a hydraulic pressure expansion chamber of the torque limiter is released outside. SOLUTION: An annular shear valve protection member 7 is arranged on a peripheral surface, a radially external location of shear valve 6, of circumferential direction extending section 52 of a cutting section 9 of axial member 1 axially located identically with the shear valve 6. Furthermore, maintenance on the torque limiter such as replacement of the shear valve 6 is performed in such a way that a diameter of the shear valve protection member 7 is varied by an operating section of the shear valve protection member 7, and that a tensional condition that relative displacement is impossible with respect to the peripheral surface of the circumferential direction extending section 52 and a tension releasing condition that the relative displacement is circumferentially possible with respect to the peripheral surface of the circumferential direction extending section 52 are switched suitably and appropriately.
