<P>PROBLEM TO BE SOLVED: To evaluate conspicuousness of an object to be evaluated quantitatively. Ž<P>SOLUTION: Regarding an image obtained by imaging an object 50 to be evaluated, it is evaluated that there is no conspicuousness when the object 50 to be evaluated and a background 52 are equal in luminance and conspicuousness of the object 50 to be evaluated is evaluated as high when luminance contrast between the object 50 to be evaluated and the background 52 is high. On the basis of the result of evaluation, a conspicuous image generator 11 is configured, that generates a conspicuous image which reflects the conspicuousness from the picked-up image.
