<P>PROBLEM TO BE SOLVED: To provide a two-layer flexible copper-clad laminated sheet capable of exhibiting stably high flexibility, and a method for manufacturing it. Ž<P>SOLUTION: In the method for manufacturing the two-layer flexible copper-clad laminated sheet by stacking a substrate resin and a copper foil, the copper foil is heated up to 200°C for 4 seconds or more, and when it is held at 200°C for 30 minutes and then, cooled to room temperature, X-ray diffraction intensity ratio I/I0 of (200) face measured at room temperature is ≥40, and the copper foil and the substrate resin are stacked and heated at 300°C or higher and by elevating the temperature to the highest temperature for 5 seconds or longer.
