PROBLEM TO BE SOLVED: To relax preparation accuracy of the optical device configured with an optical waveguide in which the equivalent refractive index of a core is changed unevenly in the light propagation direction by changing a physical dimension of the core. SOLUTION: The optical device is designed according to the design method comprising: a potential function derivation step of determining a potential function as a function of z of the waveguide based on a reflection spectrum data exhibited by the optical device to be obtained; an averaging step of calculating an integrated function obtained by integrating the potential function with respect to z, determining zero points of the integrated function and averaging the integrated function in an interval surrounded by the zero points adjoining to each other to determine the average value of the integrated function for each interval; a local equivalent refractive index averaging step of determining a local equivalent refractive index for each of the intervals based on the average value of the integrated function which is averaged; and a waveguide dimension derivation step of determining a waveguide dimension based on the averaged local equivalent refractive index.
