<P>PROBLEM TO BE SOLVED: To efficiently create risk information based on an attribute related to information understanding of a user with a small processing load and small memory capacity, and to easily cope even with a partial change of contents of the risk information. <P>SOLUTION: When a browsing request for the risk information related to a commodity arrives from the user, an information-providing template corresponding to the attribute related to the information understanding of the user of a request source is read from a plurality of information-providing templates previously created correspondingly to a plurality of clusters in each commodity.
