PROBLEM TO BE SOLVED: To provide polycationic polyquaternary products useful as adjuvants for paper-making. SOLUTION: A polycationic polyquaternary product is produced by the reaction of (A<SB>1</SB>) an oligohydroxyalkane represented by the following formula (Ia): X-(OH)<SB>X1</SB>, or a mixture of oligohydroxyalkanes of formula (Ia), or a mixture of one or more of oligohydroxyalkanes of formula (Ia), a 2-3C alkanediol, and (A<SB>2</SB>) an oligohydroxyalkane selected from polyalkylene glycols represented by the following average formula (Ib): HO-(alkylene-O)<SB>x2</SB>-H, with an epichlorohydrin, in an amount of at least 2 moles of the epichlorohydrin based on the total of the moles of the oligohydroxy compounds of a molecular weight of 92 or more, with 1 to 4 moles of the epichlorohydrin based on the total of the molar equivalent of 2-3C alkanediol, to give a chloro-terminated adduct (E), and the quaternizing, or cross-linking reaction of (E) using an amino compound presented by formula II.
