PROBLEM TO BE SOLVED: To provide a new ballpoint pen ink composition having both strong points of a water-based ballpoint pen ink and an oil-based ballpoint pen ink. SOLUTION: This ink composition for the water-based ballpoint pen comprises an oil-in-water type emulsion obtained from an oily phase of an oily solution, in which at least a dye as a colorant is dissolved in an organic solvent, and an aqueous phase which comprises at least water.
