PROBLEM TO BE SOLVED: To provide a model prediction controller controlling a physical state of a control target process having a plurality of control target parts, allowing overall control while making each control target part follow a specific control target part. SOLUTION: This controller performs model prediction control based on a target value showing the physical state that is a target, a difference to the target value, a process model, a restriction condition, and a detection value detected with respect to the physical state, calculates a difference between a detection value related to a first control target part and a detection value related to a second target part when outputting an operation amount, and uses the detection value related to the first control target part and the calculated difference for input to the model prediction control as physical state detection information.
